ICMA has published Recommendation 1.31 on passive bookrunner access to order books. The new Recommendation relates to active bookrunner disclosure of

Guidance Note 19: New Safekeeping Structure for Registered Notes - Changes to Legal Documentation
 
ICMA has published Guidance Note 19 concerning the legal documentation implications of the New Safekeeping Structure being introduced by Euroclear and Clearstream, the two International Central Securities Depositaries, in relation to debt securities issued in registered form.

Guidance Note 20:  Prospectus Directive – Considerations for Exempt Offers and Non-exempt offers of Sub-€50,000 Denomination Bonds in the EAA
 
ICMA has published Guidance Note 20 providing considerations aimed at assisting firms in their evaluation of certain distribution differences between high- and low-denomination bond offerings.

  Note regarding the hard-copy version of the Handbook (a white loose-leaf four-ring A5 binder issued end 2006 / early 2007):
  • A single set of pages to be inserted (‘Insert A’) was issued in July 2007; further sets of pages to be inserted will be issued once sufficient updates have accumulated (in terms of numbers of pages) to enable a print run.
  • Holders of current IPMA Handbook hard-copy subscriptions and registered holders of hard-copies within member free allowances are notified of IPMA Handbook updates as they occur by e-mail to their registered e-mail addresses. Together with Recommendation 1.30 (March 2009) and amended Guidance Note 8 (December 2008), the three items listed above comprise all the updates that have been issued subsequent to insert A. Any of the above-mentioned holders who are missing copies of Recommendation 1.30 or amended Guidance Note 8 should contact the 'Handbook substance and content' contact listed on the Handbook home page.
